It represents one of the emblematic buildings of the city, being a construction with functions similar to the great European casinos, the creation of the architect Daniel Renard, who abandoned the specificity of the Romanian style, in favor of a French style, under the cosmopolitan influence of the casinos of the era, in which the main reason it is a kind of shell-shaped demi-rose. The Constanta building was built in 1908 but was finished in 1910, at which time it was also inaugurated in 1912, after minor retouching.
